The Department of Justice announced on 13th January 2025, that the final remaining responsibility for all nationwide first-time registration of Irish immigration residence permissions will transfer, from the Garda National Immigration Bureau, to Immigration Service Delivery (ISD) of the Department of Justice.

This means that all first-time registrations for non-EEA citizens in Ireland will be done at the Registration Office at Burgh Quay, Dublin 2, regardless of the county of residence of the applicant. This means that first-time registrants will need to travel to Burgh Quay in person for their first IRP Card appointment. This change is effective immediately.

Before this change, residents of Cork, Dublin, Kildare, Limerick, Meath and Wicklow were required to attend at Burgh Quay for immigration appointments – but residents of all other counties were able to attend their regional Garda National Immigration Bureaus (GNIBs) to register and obtain an IRP card.

This change marks the transfer of all immigration registration for all counties over to ISD within the Department of Justice, and GNIBs will no longer have responsibility for this function.

Applicants can make an appointment for registration with ISD online by registering with/logging into the portal at this link.

Renewals for immigration permissions will be done online through the ISD portal, and applicants will not be required to attend Burgh Quay in person for same.
